Yes, Marino can be a voter educator as along as it doesn't infringe on someones First Amendment right to freely engage in democratic practices. Marino intimidates, harasses, and more importantly commits voter fraud. By signing a petition under someone else's name is voter fraud. According to the elections law, no one from out of the district in which they are petitioning can circulate or collect petitions. What he is doing then is perfectly legal.
